  5. PURE partners will gather on 14-16 May 2012 in St. Petersburg to exchange experiences with the local water company, Vodokanal St. Petersburg. Vodokanal is also an associated partner of the PURE project.

    Vodokanal has solved its huge challenges in sewage treatment of this 5-million inhabitant megacity. Nowadays it is a forerunner with all of its several large urban waste water treatment plants fulfilling strict HELCOM recommendations, managing its sludge sustainably and having an impressive environmental education centre. Also PURE partner water companies aim to meet the HELCOM standards.

    The workshop in St. Petersburg is preceded by an administration meeting in Helsinki on 14 May.

Summary description of the project:

Eutrophication is a major problem in the Baltic Sea. It is caused by excessive nutrient loads entering the sea from land. Reduction of especially phosphorus loads is urgently needed in order to improve the state of the sea. PURE implements one of the most cost-effective ways to reduce the eutrophication of the Baltic Sea: it enhances phosphorus removal at municipal wastewater treatment plants. Project partners aim to achieve an average annual concentration of 0.5 mg phosphorus/litre in outgoing wastewaters. This is the level recommended by the HELCOM Baltic Sea Action Plan. The results and methods of wastewater treatment vary considerably in different cities around the Baltic Sea region. Cost efficient techniques to remove phosphorus from wastewater exist and are in use e.g. in Nordic countries. On the other hand, there are still several wastewater treatment facilities that require updating. By targeting these wastewater treatment plants the state of the Baltic Sea can be improved.

Altogether PURE aims at annual reduction of at least 300-500 tons of eutrophying phosphorus load. This is done by supporting selected wastewater treatment plants to reach a phosphorus content of 0,5 mg/liter in outgoing wastewater. PURE prepares and realizes investments that result in easily measurable reductions in the amount of phosphorus in purified wastewaters and will be eventually reflected in the environmental state of the Baltic Sea.The investment for each PURE partner water company but they are determined by commissioning a technical study at each wastewater treatment plant. These technical audits aim to establish the most cost-effective measure of phosphorus removal. As phosphorus removal increases the amount of wastewater sludge and the phosphorus removed from wastewater remains in this sludge, PURE also presents and develops sustainable ways to handle the sludge. PURE project will compile together good practices of sludge treatment used and suitable for the BSR.

Practices are published in a comprehensive book in English, Russian, German, and Polish. Summaries are published in Latvian, Estonian, Finnish and Swedish. Furthermore project will produce PURE benchmark database for municipalities and wastewater treatment plants for benchmarking purposes.In addition to the technical audits and investments, PURE working methods include seminars, study visits and information exchange between cities. PURE partnership in-cludes Union of the Baltic Cities Com-mission on Environment as the Lead partner, John Nurminen Foundation, Helcom, water companies at Riga (LV), Jurmala (LV), Kohtla-Järve (EST), Szczecin (PL), Brest (BY), Luebeck (DE) and the munici-palities of Gdansk (PL) and Mariehamn (FIN).


Achievements of the project so far:

Fife main achievements have been accomplished in the project: Firstly, the pilot investment in Riga WWTP was launched: the detailed investment plan was prepared and the public procurement for purchasing the needed equipment was done. The consultants both for carrying out the technical audits in the selected wastewater treatment plants (WP3) and for the developing the sludge handling at wastewater treatment plants (WP5) were selected and the consultants started their work together with the project partners. These activities in the 6 partner wastewater treatment plants laid the basis for achieving the expected project result: annual reduction of 300-500 tons of phosphorus, and thus reduced eutrophication of the Baltic Sea. The second achievement was finishing technical audits in 5 plants. Audits will contain a suggestion for each audited wastewater treatment plant how to develop treatment processes and to reach 0,5 mg phosphorous/l in outgoing water.

Third achievement is that the PURE Benchmark online database (DB) has been technically implemented. Only some polishing work still remains. The purpose of the DB will be monitoring the level of performance, technology used and nutrient inputs from municipalities in the BSR. The basis is on local level activity; the municipal wastewater treatment plants themselves will have an access to the DB and their own data, and can update the data when there is a need to. Fourth achievement of the project has been the launching of a new concept of "List of green cities" by HELCOM at the Ministerial meeting and in the Baltic Cities Summit. Objective is to promote good examples of municipal wastewater treatment instead of focusing only on the remaining hot spots in the region. This is expected to encourage the wastewater treatment plants to further improve their performance and to share knowledge about good examples among the cities.

Fifthly the investments both in Jurmala and in Riga came to installation stage. In addition constructions works included to investment in Brest started in April. One of the key findings so far has been the notion that the processes of preparing the planned investments are extremely time consuming: the public procurement process is long and finalising the agreements with the selected service/equipment providers requires also time. In addition, the delivery times are long. In general, public procurement rules to be followed by Belarusian partners are complicated and extensive amount of time has been used by several parties to clarify the situation.
