Summary description of the project:

During the last years the costs for fossil energy resources are heavily increasing. Even though the prices for these resources will not be rising to ever new peaks it is obvious that they will remain on a high level and in medium and long term rise continuously. Consequently, the costs for public services, such as transportation or the provision of heat and electricity, are rising as well. This situation is creating the necessity to explore alternative energy sources, especially regenerative energies. With this a real alternative for the exploitation of so far not profitable fossil energy sources can be generated. Another approach to absorb rising costs is to critically question the status quo of energy consumption in order to be able to use existing energy saving potentials and find new ways for energy saving. Rising energy costs are contributing to a steadily increasing financial pressure for public utilities. These are the initial thoughts behind the PEA project which ran from

11/2010 until 12/2012. The PEA partnership consisted of 21 partners from 6 BSR countries. There were 11 public authorities involved as well as 7 research institutions and 3 mainstreaming partners. This provided the background for applying the triple helix approach of cooperation, which has been designed to gather and share knowledge and expertise from different horizontal and vertical levels. Main aim of the PEA project was to foster regional development through energy related improvement of added value chains. The field of energy has been communicated as a motor for sustainable development of the regions and locations. Regional profiles have been worked out to enable positively affecting the economic situation. This included reflecting on the value added chains and a holistic consideration of the regions. For some of the partners this helped to establishing energy self-sufficient regions. The aim of PEA has been to collect, exchange and translate the findings in the participating

regions and to make them usable for regions all over the BSR. This will also be fostered by new training modules for energy related staff and other users and decision makers, enabling them to implement and further develop strategies and measures. All actions have been continuously evaluated, thus ensuring a high level of quality of results and outputs. Main outputs are the Regional Energy Strategies and their actual implementation, the Baltic Energy Compendium as a collection of material to rethinking and remodelling regional energy politics, the Baltic Energy Declaration that commits the participating regions and organisation to further cooperation in the Baltic Energy Council that will continue the work started with PEA well beyond the project lifetime all together resulting in more attractive and competitive partner cities and well approved experiences for the BSR. Under the scope of networking and enhanced dissemination of results PEA project has become an active partner of the


Achievements of the project so far:

The PEA project had a twofold approach: At the one side the project should deliver transferable knowledge, tools and strategies about fostering regional development through energy related improvement of added value chains and using the energy theme as a motor for sustainable development of the regions involved in the project.

On the other side these tools and strategies are based on regional knowledge which has been built up during the project implementation and precise actions at the regional and local level. This has shown practical development in these regions and for some of the partners it has been an important step to précising the vision of establishing energy self-sufficient regions. According to this approach in all participating regions the baseline situation for energy supply and consumption has been evaluated. Based on the produced baseline studies regionally adapted energy strategies and local action plans for implementing these strategies have been developed in each

participating region.

In all regions with a budget for pilot projects these projects have been implemented and evaluated. Good results have also be achieved in work package 4 where different approaches of further education programmes have been discussed and suggestions for future training modules have been developed. Nearly all modules have been adapted to the local needs and tested in various regions.

After the end of the 6th milestone the project implementation was in line with the project schedule set up in the project application. This is almost mirrored by the spending of project funds which has reached the spending targets per period.
